SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. This multiple award, indefinite-delivery/indefinite-quantity contract allows the Navy Systems Commands, Office of Naval Research, US Marine Corps, and Defense Threat Reduction Agency to compete their service requirements amongst 1800+ contract holders and acquire a wide array of engineering, technical, and programmatic services and solutions.

TST is a small business prime in Geographical Zone 2, the National Capital Region which includes West Virginia, Northern Virginia, Washington, D.C., Maryland, and Delaware.

Functional Area Services
Research and Development Support
This functional area consists of supporting the development and application of scientific and analytical disciplines to conduct fundamental research; scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding; concept formulation; assessment of system and subsystem requirements; development, analysis, and evaluation of concepts, technologies, systems, and subsystems; and development of operational concepts and tactics with the end goal being the application of results to developing new or improving existing warfighting capabilities.
System Design Documentation and Technical Data Support
This functional area involves the engineering effort required to prepare and assure that the detailed technical data documentation necessary to support system development reflects the latest design, configuration, integration, and installation concepts. Technical documentation may be in the form of paper, electronic (digital), or interactive computer systems.
Software Engineering, Development, Programming, and Network Support
This functional area consists of applying the engineering and scientific disciplines to perform technical analysis of, technically support development of or selection of hardware and computer software, or modification to existing hardware and software for systems, test facilities, or training facilities. This also consists of software engineering efforts and programming support required to technically support software implementation in systems, sub-systems, and components utilizing computers, electronics, and software. Planning, designing, coding, testing, integrating, supporting, and delivering algorithms, software (source code and executables), computer programs are the inherent activities of this functional area. Generally, the software development processes used for software development under this contract shall be, as a minimum, assessed at Software Engineering Institute Capability Maturity Model Level 3 or equivalent, however the Government may specify other (either lower or higher) standards in individual task orders issued under the contract.
Information System (IS) Development, Information Assurance (IA), Information Technology (IT) Support
This functional area consists of providing IS software analysis, requirements definition, design, development, test, modification, installation, implementation, quality assurance, training, and documentation to meet the evolving data storage and reporting needs of programs and management. This also consists of analyzing pre-existing IT and IS databases, web sites, and IT applications and recommending new or improved interfaces and improved management tools that meet new management requirements, or improve management effectiveness and efficiency; performing maintenance and technical support for Local Area Networks and Wide Area Networks that are outside the cognizance of the Navy Marine Corps Intranet (NMCI); modifying, implementing, and maintaining web based information systems and links; developing web-site structure, preparing documentation for population, implementing and maintaining web sites; providing systems engineering and technical support for establishment, test, upgrade, and operational support of systems, networks, workstations and support equipment hardware and software outside that are the cognizance of NMCI; conducting IA analyses, developing, recommending, implementing, monitoring, updating, maintaining IA practices, procedures, equipment, algorithms, and hardware that are outside the cognizance of NMCI.

Quality Management
TST is a small business that focuses on excellence in all we do for our government and private sector customer base. Our aim is to provide cutting-edge solutions tailored to meet customer needs. To this end, TST will develop a tailored, comprehensive Quality Management Plan (QMP) for each project it undertakes. From inception to execution, quality monitoring and management will be incorporated into every phase of our projects.
TST’s quality management approach is designed to prevent, mitigate, or manage problems that might compromise our ability to perform on time, within budget, or in accordance with task order requirements. Each QMP is comprised of two distinct components: Quality Assurance (QA) and Quality Control (QC). QA promotes the delivery of reliable, complete, and accurate products or services by minimizing the transmission of errors. The primary methods of assuring quality services are prior planning, assignment of adequate equipment and qualified human resources, and employment of efficient project management techniques. In addition, we assemble a Quality Assurance Team (QAT) comprised of our most experienced professionals throughout the company. This method ensures all required functional and technical knowledge is available for consult throughout the duration of a contract.
QC is designed to recognize issues as soon as possible during execution. Team members are required to report all issues and resolutions to the Program Manager (PM) for inclusion into lessons learned, continuous process improvement, and customer notification. When issues are identified, TST utilizes knowledge, experience, and judgment to take the necessary corrective actions in accordance with the Quality Control Plan. Furthermore, the QAT will serve as a quality control check for key deliverables and ensure an integrated approach to recommendations.
The TST Seaport-e PM and subordinate project managers will provide our first line of quality monitoring and management. Our PM will oversee all quality management processes, initiate regular communication with the customer to ensure our product is fully responsive to all requirements, and ensure that everything pertaining to QA/QC activities is documented and reported.
